Tot în acelaşi dosar, fostul viceprimar Paul Liviu Botaş a primit o pedeapsă de trei ani de închisoare cu suspendare.
Cei doi au fost obligaţi de instanţă să achite în solidar către Primăria Mangalia prejudiciul din acest dosar, care se ridică la 490.000 de lei.
Decizia Tribunalului Constanţa nu este definitivă şi poate fi atacată la Curtea de Apel Constanţa.
Zanfir Iorguş şi Paul Liviu Botaş au fost trimişi în judecată de DNA în martie 2015. Procurorii au stabilit că, în perioada decembrie 2006 – octombrie 2007, Zanfir Iorguş, în calitate de primar al municipiului Mangalia, în mai multe rânduri, nu a îndeplinit, respectiv a îndeplinit în mod defectuos mai multe acte legate de atribuţiile de serviciu care decurgeau din funcţia sa. Astfel, el nu a organizat o procedură de achiziţie publică pentru realizarea unui obor de animale. „Executarea lucrării nu avea aprobarea consiliului local, iar plăţile au fost făcute în mod nelegal, din fonduri publice, către SC Euro Coram SRL, pentru o lucrare în fapt neexecutată, prin care a prejudiciat bugetul local al municipiului Mangalia cu suma de 490.011,12 lei”, precizau procurorii DNA.
De asemenea, fostul viceprimar a fost acuzat că a condus comisia de evaluare a ofertelor şi a atribuit contractul pentru realizarea oborului de animale către SC Euro Coram SRL, deşi oferta acesteia era neconformă, iar ulterior a făcut mai multe plăţi nelegale din fonduri publice către firma respectivă, pentru o lucrare în fapt neexecutată.
Zanfir Iorguş a fost primar al municipiului între 1996 şi 2008. El a câştigat primul mandat de primar din partea PNŢCD şi a făcut parte din această formaţiune politică până în 2003, când s-a înscris în PSD. Din partea social-democraţilor, Iorguş a fost primar între 2004 şi 2008. În 2008 a candidat pentru un nou mandat la Primăria Mangalia, dar din partea PDL, fiind învins de candidatul PSD Mihai Claudiu Tusac. În toamna lui 2008, Iorguş a devenit deputat din partea PDL. În 2012, Iorguş avea să candideze din nou la Primăria Mangalia, dar şi pentru un nou mandat de deputat, pierzând însă ambele alegeri.
